I can see the Adam Smith Institute, Tax Payers’ Alliance or maybe Tim Worstall going for a memorial to all those afflicted by terror taxes…

But surely a terror tax would be a tax on terrorism? 10p per gramme of semtex? 50p per headband with a quote from the Qu’ran? 50% on the price of an AK-47?
