		<description>Why would Labour want to take control when you can win an election simply be not being John Goddard?  Amused to see that Lib Dems at the recent County Council meeting voted every which way but Goddard when asked to endorse his belated acceptance of city growth plans.</description>

It's not awfully clear what Caroline would be referring to.  The Lib Dems took control of Oxford city council in 2006 because they had the largest number of councillors after the last local elections in 2006.  Over the past couple of years they managed to fall out with each other so badly that four of their councillors left the Liberal Democrats (two to Labour, two to the Tories).  If anything, this is surely a sign that the Lib Dems found it tricky to cope with running the council?</description>
